Certificates of conformity
Certificates of conformity types and benefits The Kingdom of Saudi Arabia requires that all consignments of products that are covered by a Saudi Standards, Metrology and Quality Organization (SASO) Technical Regulation and that are to be exported to the country should be issued with the transition to Saber
SASO manages the Saudi Product Safety Program called “SALEEM” concerned with the safety of products entering the Saudi market.
In January 2018 SASO rolled out Saber to be the electronic platform of certification and conformity assessment system. Under SALEEM, product and shipment conformity program is operated via Saber as all importers became imposed to register all imported goods entering Saudi Arabia on Saber.
The transition was completed in February 2020.
Saber Platform provides issuing the Certificate of Conformity (CoC) for products destined to the Saudi Arabian market under applicable Saudi standards and specifications rules.

The purpose of Saber certificates of conformity:
Proof that the product has been approved by the Federal Government through SASO.

Types of certificates of conformity:
SASO has published a list of Technical Regulations covering various products. The Conformity Assessment Process for the Regulated Products is a two-phase process:
Product Certificate of Conformity (PCOC)
Shipment Certificate of Conformity (SCOC)
Importers have to register online on the Saber platform to obtain PCoC and SCoC
phase 1: Issuance of Product Certification of Conformity (PCoC).
The PCoC is issued for every regulated product as per the applicable product standards defined in relevant technical regulation.
The PCoC is valid for one year.
Request for Product Certificate of Conformity (PCoC) should be submitted by the importer.
Conformity documents such as test reports, quality certificates, risk assessment reports, inspection reports etc., are
required.
Phase 2: Issuance of Shipment Certificate of Conformity (SCoC).
Every regulated product included in the shipment will be verified whether valid PCoC exists for that product and if found to be true will be issued with the SCoC.
The SCoC is valid for that specific shipment only.
Decumbent such as certificate or self-declaration, shipment document , packing list,etc.,are required.
