International Agreement to Simplify and Harmonize Customs Procedures (Kyoto Agreement)

General objectives

The Kyoto Agreement aims to eliminate the difference between customs procedures and practices of the contracting parties Who would impede international trade and other commercial exchanges, and a desire to contribute to Effectively in developing this trade and exchanges by simplifying and harmonizing customs procedures and practices And strengthening international cooperation.

Terms & Conditions

Implementing programs aimed at continuously updating customs procedures and practices, thus increasing efficiency and effectiveness.

Implement customs procedures and practices in a predictable, coordinated and transparent manner.

Provide all necessary information to the concerned parties regarding laws, customs regulations, administrative guidelines, procedures and practices.

Adopting modern methods such as risk management and audit-based control procedures, and the optimal practical use of information technology.

Cooperate with other local authorities, other customs administrations and trade groups.

Implementation of relevant international standards.

Make accessible administrative and judicial review procedures available to affected parties.

The contracting parties to the present agreement are the members of the Customs Cooperation Council.

Article No. (10) of this agreement states:

  • Any contracting party may, upon signing this agreement without reservation to ratification, or upon depositing the instrument of ratification or accession, or at any later time, notify the depositary that this agreement will include all or some of the territories responsible for its international relationship, and this notification becomes effective Three months after the date of its receipt by the depositary, however, this agreement does not apply to the territories specified in the notice prior to the entry into force of this agreement with respect to that contracting party concerned.
  • Any contracting party who has notified the extension of the scope of the agreement to include any region responsible for its international relations may notify the depositary, according to the procedure stipulated in Article 19 of this agreement that that region will not continue to apply this agreement.

Article No. (11) of the Kyoto Agreement stipulates that the customs or economic union must:
