Saber is an Electronic Platform that helps the local suppliers and factories to register the required conformity certificates electronically for consumer products, whether imported or locally manufactured, to enter the Saudi market. The platform also aims to raise the level of safe products in the Saudi market.

Who is responsible for operating saber?

Saber was developed under the supervision of the Saudi Standards, Metrology and Quality Organization (SASO) in cooperation with THIQAH Business Services Company  to operate and develop it according to the highest standards of efficiency in terms of speed of completion in registration, as well as in reducing the time spent for beneficiaries.

What is the difference that saber presents?

The implementation of the Saber system shifted the responsibility of arranging the customs clearance of the goods to the importing company based in Saudi Arabia to register their company, products and shipments on the system.

If you are an importer and have considerations about the time and efforts it will take to fulfill Saber requirements, that’s our job in SanedCert, as we will ensure a smooth process to register on Saber with the help of a team of professional experts.

What are the consequences of not register on Saber ?

The Saudi Standards, Metrology and Quality Organization (SASO) has imposed processing the Product Certificate of Conformity (PCoC) and Shipment Certificate of Conformity (SCoC) only through Saber platform, or shipments will not be able to enter the Kingdom of Saudi Arabia market.

What will you benefit from registering on Saber Platform?

  • Reducing and clearing the time required to import products.
  • Issuing the required certificates of conformity in a fast and practical way.
  • Linking of your product approval to the electronic Certificate of Conformity throughout the product registration validity.

What Does the kingdom aim to achieve from implementing Saber?

  • Saudi Arabia’s purpose for initiating this program is to accelerate the clearance of the upcoming shipments, reduce counterfeit consumer products, more easily track products, and raise the number of SASO-standard-conforming products in the Saudi market.
  • The kingdom designed Saber to protect the Saudi consumer from the products that do not conform to the standards, limit the fraudulent products, and speed up the process of issuing the required Conformity Certificates.
  • It works as an online verification tool that connects importers, SASO-approved certification bodies, and Saudi customs & related trade authorities in one online system.

What are the registration requirements?

Only the import merchant and the local manufacturer are obligated to register in the system, and they are required to provide the following information:

  • Establishment’s commercial registration data.
  • National ID number or residency number linked with the CR.
  • Contact information.
  • Establishment stamp.
  • Signature of the property’s owner.

How does the registration process go?

There are three steps that an importer must take to adhere to the Saber process if they wish to import goods:

The importer is required to set up an account with Saber and enter the products they wish to import on the system.

The importer must apply for Product Certificate of Conformity (PCOC) and approvals (these are valid for a year).

The importer has to upload copies of the invoices and apply for the Shipment Certification of Conformity (SCOC).
