Learn about the stages of issuing and adopting Saudi standards
First: The method of work when preparing and approving the optional Saudi standard specifications
The initial project of the standard specification is prepared in such a way that it is consistent in style and output with the methodology of producing the Saudi standards, which is mainly derived from the international approach applied by the International Organization for Standardization (IEC Guid 21-1: 2005 / ISO) for the adoption of international standards.
Announcing this project by all possible means (the authority’s website, some national newspapers, requesting opinions from government agencies, chambers of commerce and industry, companies and related factories, …etc.)
The authority gives the relevant authorities a period of time for a period of (60) days to study the draft standards of standards and make observations and opinions about them.
The authority takes into account as much as possible the comments received on the standard project during the period of receiving the observations, provided that the comments received on the project are responded to if the concerned authority requests that, and after entering the notes the project is distributed again for a period of one month with the possibility to address the parties that have expressed their views about the project Regarding the Commission’s position on these observations, and inviting the specialists in those bodies to visit the Commission, if possible, to discuss and clarify the justifications.
Approval from the board of directors of the authority is to present the draft standard to the committees emanating from the board of directors of the authority for discussion, and in the event of approval, it is presented to the board of directors of the authority for approval.
Publishing the optional Saudi standard specifications in the official gazette (Umm Al-Qura).
The authority informs government agencies and chambers of commerce and industry in the Kingdom of the Saudi standard specifications that have been approved.
Second: Mandatory Saudi Standard Specifications (Saudi Technical Regulations)
When preparing and approving the mandatory Saudi standard specifications issued by the authority, the following shall be taken into consideration:
The relevant international standards, if available, are used as a basis when preparing the mandatory Saudi standard specifications, except in the event that these international standards or their related parts are an ineffective or inappropriate method due to their violation of Islamic law, climatic or geographical factors, or basic technical problems.
The authority notifies the World Trade Organization (WTO) of the draft Saudi technical regulation and gives a period of time (60) days to receive any comments from the member states of the organization, as the authority is the official notification body for the Kingdom of Saudi technical regulations and standards.
After approval of the draft technical regulation by the Authority’s board of directors, it will be published in the Official Gazette (Umm Al-Qura Newspaper) and the date for its binding is determined.
In the event of any inquiry (about any Saudi technical regulation, Saudi standard or conformity assessment procedures) from any member state of the World Trade Organization (WTO), the authority will respond to all these inquiries, as it is the official inquiry center in the Kingdom for the TBT Agreement. .
Third: Steps to prepare Saudi standards and technical regulations through technical teams
The same previous steps, except that the initial project is prepared by the technical and work teams emanating from it in both Arabic and English, and then the project is announced (as indicated above), after which the project is presented to the Executive Committee emanating from the Authority’s Board of Directors. Approval of it is submitted to the Board of Directors for approval.
